Saudi real estate registration gives your property a number and a registered title. Is it mandatory, how do you check your area and register?
Short answer: Real estate registration records the property itself, not just its owner, in the Real Estate Registry, with a property number and a precise map, and issues a "title registration deed". First registration is free and mandatory for owners in announced registration areas within the window set by the announcement. Apply on the Registry platform or at its branches.
If your neighbourhood is now under real estate registration, you will want to know what changes for your deed and whether you must act. This guide explains the Real Estate Registration Law as published by the Bureau of Experts (including its 1447H amendments), the official registration steps, and how to check the current Jeddah areas. If your property has a deed, boundary or ownership problem, see our real estate lawyer service.
What is real estate registration and the Real Estate Registry?
The law defines real estate registration as making the property the basis for recording rights, and first registration as recording a property in its owner's name in the Registry for the first time.
Here the property is the centre of the record: it gets an identity number, a coordinate-based map, and a register page listing its rights, restrictions and obligations.
According to the Real Estate Registry FAQ, you then receive a title registration deed and a property register page. The competent authority is the Real Estate General Authority (REGA), and services are delivered through the Real Estate Registry platform.
Why it matters: absolute evidentiary force
Article 4 gives the Registry absolute evidentiary force: its contents are relied on before courts and all authorities without further evidence, and can only be challenged for a clerical error or forgery.
This does not start on day one. Following the amendment by Royal Decree M/123 dated 1447/6/10H, Article 11(2) provides that first registration acquires absolute force within a period not exceeding one year from publication of the registered-property lists, as set in the area announcement. After that, an affected person can only claim compensation from whoever caused the harm; they cannot cancel or amend the registration. The period between publication and absolute force is your window to correct errors.
Is registration mandatory, and what happens after the deadline?
Yes, if your property lies in an announced area. Under Article 7, each area decision sets the window for first-registration applications, and the Registry states that registration is mandatory within that window.
Article 35(5) provides for a fine of up to SAR 100,000 for failing to apply for first registration within the window. Violations are decided by a committee, and its decisions can be challenged before the Administrative Court within 60 days (Article 36).
The Registry may register a property without an application if its data is complete, so check your status rather than assume. The official pages we reviewed do not explain how late applications are handled; if you missed the window, contact the Registry before any transaction.
Properties outside announced areas continue under the previous notarisation system with the Ministry of Justice, and owners may apply voluntarily (Article 12).
How do you check whether your property is in an announced area?
Announcements often cover parts of districts, so check the plot, not just the district name:
Open the "Announced real estate areas" map on the Real Estate Registry home page.
Follow REGA's news and announcements, which list districts and start and end dates.
Customer service: 199002 or infocs@rer.sa.
To check whether a property is already registered, search the published lists free of charge, or use "My properties" after logging in. The 16-digit property number is used to verify a title registration deed.
Real estate registration in Jeddah: current areas and deadline
In its official announcement of 11 October 2026, REGA opened registration in the Makkah region from Sunday 11 October 2026 to the end of Thursday 14 January 2027 (date checked: 2026-10-15).
In Jeddah, the phase covers parts of Obhur Al-Shamaliyah, Obhur Al-Janubiyah, Al-Hamra, Al-Ruwais, Al-Baghdadiyah Al-Gharbiyah and Al-Sharqiyah, Al-Rabwah, Al-Shati, Al-Rehab, Al-Salihiyah, Al-Fayha, Al-Kandarah, Al-Sharafiyah, Al-Salamah, Al-Wurood, Umm Hablain Al-Gharbiyah, Al-Khalidiyah, Al-Andalus and Al-Hindawiyah, plus Al-Rawdah. It also covers part of Durrat Al-Arus in Dhahban and districts in Makkah city.
A listed district does not necessarily mean your plot is included, so check the map. Earlier Jeddah phases have closed and further phases will follow. REGA asks owners to check their deed early.
Kawkaba Law is based in Jeddah and serves owners across Saudi Arabia in person and remotely. See our Jeddah lawyer page if your Jeddah property has an issue that may delay registration.
How to register step by step
Requirements (per REGA's first registration service page): valid ID or iqama (or commercial registration for companies); an electronic Ministry of Justice deed (a separate service exists for paper deeds); a valid power of attorney covering first registration if an agent applies; and a property inside an announced area.
Steps:
Log in to the Registry platform through Nafath.
Choose "Our services", then "First registration", then "Start service".
Select your capacity and enter the deed number and date.
Locate the plot on the map, confirm, and add building details.
Add any rights, restrictions or obligations (mortgage, long lease).
Review and submit, then wait for approval and the title registration deed.
You can also book a branch visit through the appointments platform. First registration is free under Article 34; later services such as transfers carry a fee.
Illustrative example: Ahmed's flat lies in a partly announced district. He finds his plot inside the area, enters his deed details, adds the bank mortgage and submits. Once approved, a title registration deed is issued and his old deed is restricted.
Ministry of Justice deed vs title registration deed
The Ministry of Justice deed is owner-based and usually describes boundaries in text; the title registration deed is property-based, map-backed and acquires absolute force under Article 11. Once it is issued, the old deed is restricted, and later transactions (sale, mortgage, gift, division, inheritance) go through the Registry and take effect only when registered there (Article 13).
How to object to registered data or a rejected application
Objecting to first registration: under Article 10, any interested party may object before the competent court until the registration acquires absolute force. This matters if a property was registered in someone else's name, or with an area or boundary that reduces your right.
Grievance against a Registry decision (rejection, loss of priority, suspension): under Article 21, file with REGA within 30 days of notice; REGA decides within 30 days; if it rejects or does not decide, you may go to the competent court within 30 days.
Common rejection reasons include boundaries that do not match the ground, deed errors and area differences; an approved planning document (survey decision, building permit) often resolves this. If the registered area is smaller than your deed, the Registry says registration is only approved with the owners' consent to the shortfall, so do not agree before you understand the effect.
When do you need a lawyer?
Most owners register on their own. A lawyer helps with boundary or area disputes, properties owned by heirs (one heir can apply, but later transactions need an heirs deed and all owners' consent; see updating the heirs deed and our upcoming guide to the estates platform), old or paper deeds with errors, contested ownership that must be raised before absolute force, and pending property lawsuits, which must be annotated in the Registry before a court will hear them (Article 16).
Frequently asked questions
Is first registration free?
Yes. Article 34 makes first registration free; fees apply to later services.
What is the property registration number?
The 16-digit property number issued to each registered unit, used to verify the title deed.
Must all heirs or co-owners apply?
No. One owner, heir, their agent or a holder of a real right can apply, but later transactions need all owners' consent.
What happens to my old deed?
It is restricted and transactions on it stop; the title registration deed becomes the reference.
Must I report new construction after registration?
Yes. Article 24 requires reporting any building, alteration or demolition within 90 days.
Facing a registration problem with your property?
If your deed is old, the property belongs to heirs or a boundary is disputed, act before the deadline and before absolute force applies. Our licensed lawyers can review your documents and explain the right next step.
