Service Suspension in Saudi Arabia: Causes and Lifting

A metal key on a table beside an open padlock, symbolising the lifting of a service suspension

Service suspension in Saudi Arabia usually follows an unpaid enforcement request. Learn the causes, the new staged rules, and how to check and lift it.

Short answer: Service suspension (إيقاف الخدمات) means certain government services are withheld from a person or business on the basis of a legal instrument or a court order. The most common cause is failing to satisfy an enforceable instrument, such as a judgment, promissory note or cheque, in an enforcement request. It is usually lifted by full payment, a settlement with the creditor, or an enforcement dispute if the measure is wrong.

What is service suspension?

"Service suspension" is the common name for a government measure that stops a person or business from obtaining certain government services until the cause is removed. The Council of Ministers regulated it in the Service Suspension Controls (Cabinet Decision No. 563 dated 1444/8/15 AH, with the start date amended by Decision No. 307 dated 1445/4/16 AH).

The Controls require a legal basis (a statutory instrument, a Cabinet decision, a royal order or a court order), a single electronic platform, and prior notice to the person concerned.

In most cases individuals ask about, the source is an enforcement request filed against them. Whether you are a creditor or a debtor, start by understanding the enforcement file; a litigation and enforcement lawyer can help you read it and choose the right route.

What causes service suspension?

Failure to comply with an enforceable instrument

Under Article 46 of the Enforcement Law (1433 AH, currently in force), a debtor who does not comply within five days of notification is treated as defaulting. The enforcement judge orders measures including a travel ban, stopping powers of attorney issued by the debtor, disclosure and seizure of assets, disclosure of commercial licences and records, and notice to credit bureaus. Where needed, the judge may also bar government entities from dealing with the debtor, which is what people usually call "service suspension".

Enforceable instruments include judgments, approved settlement records and commercial papers such as promissory notes (upcoming link) and cheques.

Another authority may suspend services where a legal instrument allows it. The route to lift it then depends on that authority.

Which services are excluded?

The Controls define "services" as all government services except those relating to medical treatment, education, employment, the commercial register, and civil-status registration and identity documents. The Controls also provide that service suspension may not be used to summon a person to appear before a government body.

How is suspension staged under the new Controls?

For individuals, suspension is applied in escalating stages by service impact:

StageScope (general)Maximum duration1 — low impactNew services not linked to an existing one30 days2 — medium impactFurther services per the approved classification30 days3 — high impactAll suspendable services per the classification—

Similar stages apply to businesses. The Controls also create a unified platform at the National Information Center and provide for automatic cancellation within 24 hours of approval to lift.

How do you know if your services are suspended?

  • Prior notices by SMS, email, government platforms or your national address.

  • A Najiz enforcement request inquiry after logging in with Nafath.

  • An error message when you request a government service.

How is service suspension lifted?

  1. Full payment through the invoice linked to the enforcement request on Najiz. Once the request is updated, related measures are lifted; synchronisation between agencies can take some time.

  2. Settlement with the creditor, documented in writing, with the creditor filing what is needed in the request. As a rule, partial payment alone does not lift the suspension unless the creditor agrees or the court decides.

  3. Enforcement dispute or grievance if the instrument is invalid, the debt was already paid, or the request targets the wrong person. This is technical and document-driven; take legal advice.

  4. Other authority: if another body ordered the suspension, lifting goes through that body.

Illustrative example (hypothetical figures): an enforcement request for SAR 40,000; the debtor pays SAR 30,000, leaving SAR 10,000. Unless the creditor agrees a documented settlement, measures generally remain until the balance is paid.

What changes under the new Enforcement Law?

A new Enforcement Law was issued by Royal Decree No. M/237 dated 1447/11/3 AH. It takes effect 180 days after publication in the Official Gazette and replaces the 1433 AH law. Article 18 provides that, five working days after notification without compliance, compulsory enforcement against assets begins, including notice to credit bureaus and seizure of assets. Article 19 regulates travel bans. How service suspension will operate after the new law takes effect should be read with its implementing regulations and the Controls; if you have an open enforcement file, review it with your lawyer around the effective date.

If the suspension stems from a judgment you believe is wrong, see how to appeal judgments (upcoming link); appeal deadlines are fixed by law.

FAQ

Does suspension cover healthcare and education?

As a rule, no. The Controls exclude services relating to medical treatment, education, employment, the commercial register, and civil-status registration and identity documents.

How long does suspension last?

As long as its cause remains. The first two stages each last up to 30 days before escalation.

Is it lifted automatically after payment?

After full payment and update of the enforcement request, related measures are lifted; the Controls provide for automatic cancellation within 24 hours of approval. If it is delayed, follow up on Najiz or with the enforcement court.

Can a business have its services suspended?

Yes. The Controls include staged rules for the business sector, with safeguards against harming third parties.
